Merchants and consumers have a lot of demand to meet when it comes to making payments and accepting them.  The security is on the line between the company, the consumer and the bank when an online transaction is taking place.  No one wants to fall into a high risk ACH processing category.  This can cause problems for all parties.  If you are a merchant you can loose business if you are not able to process checks electronically  or on line.  Consumers may be limited to how they can purchase things or even receive monies into their accounts.  Banks are at risk anytime an account is accessed.  The safety of all parties is important and everyone should be aware of how the process works.
