Live in London and take a class in Scotland
Right now I live in London, and since I either use a bus or taxi, and my bike if it is real close, I do not own a car. I wanted to take a couple of classes at the University though the bus schedule was not going to allow me to get there and back in time for work. I could not afford a car with the cost of school, so i decided to see what kind of distance learning courses I could find online. Some of our local colleges, and those much further away offered many of he classes I was required to take. This is going to work out wonderfully.
